AZ Political news Giffords lauds energy efforts

The Arizona Daily Star

Veteran tinkerer and local solar installer George Villec was recognized for his energetic commitment to solar energy on Thursday during a solar-energy press conference by U.S. Rep. Gabrielle Giffords of District 8.

Giffords, a Democrat, honored Villec, 45, and Tucson Vice Mayor Shirley Scott with Giffords' inaugural Congressional Awards for Excellence in Solar Energy during a brief ceremony at Clements Center, 8155 E. Poinciana Drive, where Scott's office is located.

Giffords hailed Scott for pushing for her ward office building to become the first — and only, so far — municipal building in Tucson built to use solar energy, although the city's parking garage at North Scott Avenue and East Pennington Street also is solar-powered.

AZ Political news Governor Napolitano to meet with oil Companies

Frustrated with Lack of Answers from the Western States Petroleum Association

PHOENIX – Governor Janet Napolitano recently met with representatives of the Western States Petroleum Association (WSPA) to discuss rising gas prices across Arizona. The Governor left the meeting with unanswered questions and the decision to meet with each of the major oil companies that does business in Arizona. “Arizonans have a right to know why gas prices are on the rise and I intend to get a clear answer straight from the source – the oil companies,” Governor Napolitano said.

During her meeting with WPSA, Governor Napolitano discussed refinery outages and a recent decision by the Tesoro Corporation to halt one refinery’s fuel supply to Arizona. Arizona currently receives fuel via pipelines from refineries in Texas and California.

The Governor also encouraged WSPA members to invest in the construction of new fuel refineries, such as the refinery in Yuma County. The Arizona Department of Environmental Quality has issued permits for the construction of a refinery in Yuma County by 2011. That refinery would be the first new refinery in the nation in more than 30 years.

AZ Political news McCain continues to promote nuclear option nationally and in Arizona

Republican presidential contender Arizona Sen. John McCain continues to promote the expansion of nuclear power as way to reduce greenhouse emissions and reduce U.S. dependence on fossil fuels and foreign energy sources.

McCain brought the nuclear option up Tuesday night at GOP presidential debate in New Hampshire as well as during recent campaign stops in other presidential battlegrounds. He has been the most vocal nuclear proponent in the 2008 presidential field from either party.

The Arizona Republican says nuclear energy is a safe source that does not have greenhouse emissions that are linked to global warming and climate change. McCain points to the fact that a number of large U.S. Navy ships and submarines are powered by nuclear energy and have not had any problems.

AZ Political news Napolitano shrugs off Calif. refinery decision to stop shipping gasoline to Ariz.

Gov. Janet Napolitano showed mild concern about the decision of a California refinery to stop shipping its gasoline to Arizona.

The Tesoro Corporation purchased the Wilmington refinery from Shell Oil on May 11, according to the Tesoro company Web site. The new owner plans on investing a billion dollars in the plant, but will stop shipping gasoline to Arizona and Nevada in order to increase production for the California market.

Arizona receives almost all of its gasoline from two pipelines: one coming from California and one coming from Texas. Arizona relies on several California refineries for fuel.

AZ Political news Richardson banks on energy know-how

Democrat Bill Richardson today intends to tap his experience as a former U.S. secretary of energy to court Arizona voters concerned about the country’s energy and environmental policies.

Like many presidential candidates, the New Mexico governor has invested his campaign efforts into the key states of Iowa and New Hampshire, and now is stepping up efforts to visit other states.

For Richardson, part of his challenge is building a reputation that can compete with that of the public’s top Democratic favorites: U.S. Sens. Barack Obama of Illinois and Hillary Rodham Clinton of New York, and former Sen. John Edwards of North Carolina.

AZ Political news Napolitano wants Congress to investigate gas price hikes

Arizona Gov. Janet Napolitano has joined 21 other governors in asking for a congressional investigation into the latest spike of gasoline prices.

Gas prices are above $3 per gallon with worries they will continue to rise this summer.

Napolitano and the other governors have written congressional leaders, asking them to investigate price spikes, supply issues and why U.S. refineries have not been expanded or modernized more considering oil companies have reaped record multi-billion-dollar profits.

AZ Political news State Democratic Party teams with energy group backed by Soros, Turner

The Arizona Democratic Party is joining forces with a new alternative energy advocacy group supported by a cadre of Bush critics, including financier George Soros, former media mogul Ted Turner and groups such as MoveOn.org.

The Washington, D.C.-based Apollo group is bringing labor unions, environmental groups, elected officials and alternative energy companies together to bolster research and development of clean energy sources. Apollo supporters say the effort will create new jobs, foster clean energy innovation and reduce U.S. reliance on foreign oil, especially from OPEC.

AZ Political news First the GOP, now Dems offer little hope for curbing gas costs

...Consider that some of Congress's global-warming proposals resemble measures already in place in Western Europe, where gas prices currently range from $6 to $7 per gallon. And even those prices have not reduced emissions in Europe. If $6 to $7 isn't enough to discourage driving there, what will it take here? Strange is it may seem, despite public anger over high gasoline prices, Washington has all but given up on trying to do anything effective about it. Given the energy proposals making their way through Congress now, the best consumers can hope for is that all of them stall.

AZ Political news Giffords: Make S. Az 'solar Silicon Valley' Valley

U.S. Rep. Gabrielle Giffords is launching a major solar power initiative in an apparent effort to make that one of her key issues in Congress.

Giffords, a Democrat from Tucson, made the announcement Friday at Global Solar Energy Inc., a Tucson manufacturer of wafer-thin solar products.

The state has the sun and she wants to do what others have claimed to want: turn solar power into an economic engine for Arizona.

State and federal officials plan inquiries into operations at Palo Verde Nuclear Generating Station in the wake of accusations that a former plant employee illegally downloaded software with details of the plant while he was in Iran.

MESA, Ariz. - After seeing the cost of gasoline rose 20 cents per gallon in the past two weeks, Gov. Janet Napolitano wants federal energy officials to investigate the sudden spike in energy prices that is hitting Arizona.

Napolitano sent a letter Friday to U.S. Energy Department Director Samuel Bodman, stating that she wants a clear explanation from the energy department for the unexpected surge.

AZ Political news Nuke operator became complacent

The Tucson Citizen.

PHOENIX - The operators of the nation's largest nuclear plant slipped into complacency that reduced its margin of safety but did not put the public at immediate risk, the nation's top nuclear regulator said Friday.

Nuclear Regulatory Commission Chairman Dale Klein toured the Palo Verde Nuclear Generating Station and met with plant officials one day after the NRC downgraded the plant's safety rating.

"It's a safe plant, but it does not have the margins that we expect," Klein said.

AZ Political news Owners of bifuel vehicles call carpool-lane limits an injustice

The Arizona Republic.

Owners of bifuel vehicles are feeling miffed and disrespected now that Gov. Janet Napolitano has kicked them out of the HOV lanes.

"It's just kind of an injustice," said Doug Bain of Glendale, who drives a bifuel Ford Expedition SUV.

In her pronouncement last week that certain gasoline/electric hybrids will be allowed unrestricted use of the carpool lanes during rush hours, Napolitano also declared HOV lanes off-limits within 90 days to solo drivers in bifuel vehicles, which are designed to use compressed natural gas (CNG) or propane as well as gasoline.

AZ Political news Senate Republicans consider suing Governor

PHOENIX -- Top Senate Republicans are weighing taking Gov. Janet Napolitano to court, saying she is illegally voiding a state law through an administrative order.

Senate Majority Leader Thayer Verschoor Monday that Napolitano's decision Friday to ban certain "alternate fuel" vehicles from carpool lanes flies directly in the face of statutes to the contrary.

"I don't know how we allow that to happen as a body," the Gilbert Republican said Monday.

AZ Political news U.S. regulator says he's more certain energy issues best left up to states

The Arizona Daily Star has the story.

A federal energy regulator from Arizona said Monday he is even more supportive of state's rights in energy issues now that he's serving in Washington.

Marc Spitzer, now one of five members of the Federal Energy Regulatory Commission, told a Tucson energy industry conference that "a lot of the heavy lifting" for the nation's energy policy must be done at the state level.
Spitzer, a Republican and former Arizona Senate leader, served on the Arizona Corporation Commission for six years before being named by President Bush to the federal panel last summer.
