Legislature's Democrats finally find clout

This was the year that Democrats mattered at the state Legislature.
That the state Senate struck a cooperative tone while the House was marked more by confusion and confrontation.
It was kumbaya vs. chaos, with the Senate boasting of a new level of bipartisan cooperation and the House seemingly as divided as ever.
In the end, kumbaya won. Democrats joined with Republicans. Gov. Janet Napolitano, a Democrat, signed on to key legislation, reducing her number of vetoes by more than half.
